It was my best shot but I was probably going to need to pre-empt with a Campaign next turn to pull it off.

I still don't understand how a Subordinate would need to be somehow activated to do a siege roll as per 20.2. It will take me a bit of time to study, as I have urgent tax work as well as an impending Stratomatic Baseball Draft.

I will post the question on CSW when ready.

Only an activated general may make a siege attempt per 20.1.2 and 20.1.4.

A subordinate can be activated to make a siege attempt while not taking command of the army as a whole, but you still need to play a card to activate him.

If you activate Marcellus with the Campaign and take Scipio with you, then Marcellus is the activated general and he is in command of the army and he can use the Special Ability.
