There are rolls more important than others and moment more importante, like the luck in the first turns of the previous game, while all my luck in winning the battle in KY/OH was clearly futile because the game was over
And before the fourth large battles, with the DC icing on the cake, plus this one.
Honestly I don't know what to do vs something like that. Discarders are not that much help if you nail all the really important rolls...

1) single Union-controlled port or 2) coastal fort space (which are ports and an LOC is not required

it means in the second space the control of the space is not necessary, otherwise it's back to 1)...
