There's nothing in the rules that mentions off-map rail movement. Since the American rail system in 1861 had alternative routes via Pittsburgh and New York; and since rail movement has unlimited distance; I had assumed it was not an issue. However, I searched the BGG forum, and Mark Herman describes it as an "end of the world problem", so you are right.
