Yes, I actually verified in the rules. Here is what it says about the Hanno / Cato cards: These cards affect movement of CUs and not the placement of reinforcements. Let me know if I'm missing something though. |

The Cato card only restricts the movement of CU's and not the placement of reinforcements. You are right about the 1CU lost in battle, so Africanus should have 9CU's now. |
