Syracuse is not Besieged. That requires a Siege Point [20.3] Note Varro could not make a Siege Roll because There was a Battle in the Space [20.12] I'm not sure if an unbesieged force inside a City can Intercept into an adjacent space. Something I've never seen or tried. |
