Hi, It looks like your opponent is trying to get one over on you. I'm confident you can't use acard to claim a coastal fort with a PC marker. In the rule you quote, it specifically says you can't do this at a fort "(no PC marker, enemy SP or forts present)" No fort present... |
| 49 | 2/6/2026 5:26:00 PM | Summer 1861 | Union | Message |
Mike reference post 17. Turns out I should have disagreed. Rules state that an EVENT card cannot be used to do 11.3.D. Check 11.3.A Says nothing about location restriction all you have to have is an infantry SP and a LOC. In my other game the guy just did that to me at a fort and I checked the rules again going to quote this. A) A player may place PC markers in any space that contains any number of friendly in supply infantry SPs or in a Border State space that is still neutral (no PC marker, enemy SP or forts present, Border State can be controlled by either side or neutral). Exception: See 5.53 Cavalry Brigade. I believe 11.3(D) makes your move illegal. D) A player can never use an EC to place a PC marker such that it would destroy a Resource Space, displace a National capital (can be placed in Union State Capitals), capture a coastal fort (either directly or by converting its associated port), or destroy a fort marker. Feel free to disagree, otherwise you can redo your turn. |

Not sure there are any real rules about order except check rule 3.4, 3,41, 3,42 Capital controls goes first, and Union War Weariness and CSA War Guilt goes last, in between I think a side can order them anyway the want to minimize loss. |
