Rule 5.26 says an army has the unique capability to convert to convert or place a PC MARKER by spending an additional move point beyond point to enter the hex.

The key word is unique. Corps can only drop off sp to form a supply line and inf SPs only convert or place a PC MARKER during the political Control phase not movement.
