I'd have to disagree about the cost to move into Manassas. The move into Manassas cost 2 because it was neither a space with a Rail LOC or adjacent to a space with a Rail LOC and so cost that extra space of movement. Text of Rule below...

8.13 Railroad LOC restrictions
Definition: A Railroad LOC is a LOC where a friendly space with a rail connection can trace a path of contiguous friendly (not neutral) controlled rail spaces either to an ultimate supply source or for the Union to a friendly controlled in-supply port.
A force that enters a friendly controlled space with a railroad LOC or is a space (friendly, neutral or enemy controlled) that is adjacent to a space with a railroad LOC pays one space of movement. A force that enters a space under any other condition pays an additional space of movement to enter the space. If a force does not have sufficient spaces of movement to enter a space it cannot enter the space.

I don't see that the rules specifically state what order this is done in, but since Border States come after Union States in the rules, I suggest we do the Union State first.

Maryland has 3 spaces converted, so Union loses 5 SW, now 75-, and Rebs gain 5 SW, now 74+. (Union will lose 1 SP reinforcement as well due to State Capital under control.)

Kentucky is now Union controlled, so Union gains +10 SW and +2 COF, now 87+. Rebs lose 10 SW and -3 COF, now 61-

So Philip - the only change is that there is no USA PC marker in Aquia Creek. Fredburg and Hanover have been converted, and AOP must stop in Hanover, where I suppose ANV has an intercept option.

But if Manassas is CSA PC, AOP is allowed to convert that space first before moving on.

Rail Logistics Rule does not impact the play of this card. But I do commend you for trying this out. Please do let me know how this rule affect the outcome of the game. In fact, please post a summary on consim FTP folder when you're done with the game. Herman and others would be interested in your feedback. Thank you.

330 3/31/2017 8:05:00 AM Spring 1863 Union Message Since we are playing the rail logistics rules, I was trying to maintain a rail LOC, which is why I converted Acquia Harbor. Either way, I can't get any further than Hanover, since Fredburg is 1-2, and Hanover would be 3-5, so I'd like to get there with a rail LOC. If you still think the Acquia Harbor move is illegal, I would like to put the matter to Gamemeister Pei for a ruling.
