1) the US amphibious assault was not OOS as amphibious assaults don't suffer from OOS effects from what I understand. Didn't matter as the result was a US victory. Lucky.

2) The Cumberland river bypasses Paducah, KY so the fort dos not interrupt Union Naval control at Dover thus US controls the blue bars at Dover and at Nashville

The CSA thus cannot cross McKenzie to Dover nor at Pittsburg Landing or Nashville or Clarksville.

Please revise your rules.

Note also that the AOW will be OOS if attacking Bloomington.

I would say that a general could not remain alone without sp, so Pope would be sent to TT and Fort-Monroe is now empty and still controlled by CSA.
But I'm curious to know the opinion of much experienced player.
