That may have been incorrect because it isn't actually listed in the scenario setup that way, I assumed that it was. But control isn't actually determined until after actions and combat are done. Jacob moved so he shouldn't control the area...but I am ok with him controlling the area because of my mistake and the fact that you might not have moved him if we were playing per the rules.

I can't find anywhere were it indicates that control can be determined anytime other than Phase 4 or in the initial setup where it specifically grants you control in England and Ile de France.

Similarly, I think David has no control but he does get the two dudes if placed in Scotland.

Finally I should have placed my other leader. I again thought it was a IGO UGO situation.
