At least half of the losses must come from drilled troops (1st priority - 7.62) and all full strength units must be flipped before any units are eliminated (2nd priority - 7.63), but nothing prohibits taking all of the losses on drilled troops provided the 2nd priority is met.

Neither can Boat Move as neither is starting on a water connected location or in a fortification that is adjacent to another fortification that is on a water connection.

For example, if there had been a fort or stockade in Onondaga, the Onondaga could have boat moved since you have a stockade in Oswego.

See the exception in 6.3 for more detail.
