I won't ask to get my last card back but could I build a fort in conjunction with my move. If I had completed my queue on size card play as I could have legally I could have saved my forward to Richmond card for its actual event like I planned. What I get for playing too many games. Basically I'm asking to finish my move with pope then build a fort. It wouldn't be fair to use the pope move and do event forward to Richmond

All SPs associated with the army must be moved (no dropping off SPs), except 1 SP may be left if the Army began its movement from a fort (if last SP, move completed). If played by the Confederate, he draws a card from the Union hand which is discarded, and the Union player follows the instructions of this card as his next card play.

Kentucky Anarchy removes the Union PC markers from Lexington and Lousiville, Kentucky. The Confederate must also remove his Columbus (KY) PC marker, but it is likely to be replaced during the Political Control Phase unless the Union captures Columbus. Union SW 99(Ė), Confederate SW 101(+)"

does that make sense now? according to both my card set and this example of play by Mark H's updated rules, it is always removing 3 PC's but if possible, 1 must belong to the player of the card. so you could only remove 3 of mine if you had 0 PCs in KY at time of card play.
