We could just restart the game. After all, it's just been one half year. You get your dead leader back, but probably will not get the multiple reinforcements the second time around.

If you want to try to salvage this game, I hope you agree that you should not be able to play the extra ninth card. Since you cannot remember which card is your "extra" card, I would suggest you randomly "remove" one of your last two cards (either Quiberon Bay or Amphibious Landing) from your hand and then redo B8 with whatever final card you have remaining.

As for the bugs: ACTS is an old webapp--you definitely should not open more than one tab, each with different game because strange things may happen.

What are you suggestions?

No matter what caused it, you did somehow manage to play nine cards. We each played seven cards. Then, I held my eighth card, and somehow you had two cards left.
