Union PC placed in Somerset, KY and Paducah giving control of the state to you but I think the CSA PC in Bowling Green stays there as you are flipping this state, not taking control of it from neutral.

West Virginia becomes Union controlled. Remove CSA PC markers in WV and place USA PC markers in all spaces there.

Place USA PC marker in New Bern, NC.

Remove CSA PC marker in Columbus, OH.

1. If somehow I should get a third PC there it would be an "invasion" and cause a +/-5SW swing. With our use of the RLOC optional rule it's just about impossible for me to get that third PC as invasions through West Virginia are now SLOOOOOW. Without the RLOC rule, I could fairly easily get that third PC as Pittsburgh is open.

2. You may make a division move into these spaces as they are original blue. So with a "useless" 1 card you could move an SP from Cincy to occupy one and "convert" it at turn end.

I think it's one space flip no matter how strong the card so a good use of a card. Since Rosey isn't an army (yet) he can't convert Paducah as part of his move and would be out of supply if he attacks one of the forts in front of him as it currently stands.

Note also that the OQ rule while always "optional" was written in the main body of the rules in earlier editions, not sent way to the back of the rules folder. I think over time it has been found that the rule is so rarely invoked that it was moved there. As noted, using two (or even three) cards for one activation is a big hit to card pacing. There are a number of useful things that 1 and 2 cards can be used for and it's usually best to play for that thing rather than doing "nothing" except playing into a queue.

When it's your turn to play if you activate him with a regular card play then he is no longer the OQ general and if no cards had been played into the OQ that works fine.

I guess the way I see it you can designate the OQ at any point in the previous round but that "round" is my turn which ends instantly just before your round begins. I'm certain I read somewhere in the rules that a "round" is not both players taking a turn but one player doing so. I have not played it as restrictively as you have but will do so if you think that's the right way!!

You can make any army commander (or corps commander) subject to that rule when you play a card to start the queue. You can only have one queue at a time as the rule requires the queue cards to be played sequentially or the queue is negated and previously played cards for the queue are lost/wasted.
103 6/21/2017 3:11:00 PM Fall 1861 Confederate Message That's actually a good question that I'm not certain about but have used the "logic" on the corps moves to decide. I am "certain" that when a corps stops moving the senior general becomes the commander in the space as in my last move with AS Johnston and Bragg. My feeling is that when an army is sitting still, any and all generals and SPs in the space with it become part of the army even over the SP limit (if the army retreats before battle or moves those SPs are left behind). If the army is moving it does not have to pick up generals or SPs in spaces it moves through. Note that in the case of a corps move the junior general(s) can move off in their own corps move (or general re-org play) so long as enough SPs are left behind with the senior general. In an army, the most politically senior general (other than army commander) is stuck with the army but if that general is way senior it makes the army completely flexible as to other generals being dispatched. I also am "certain" that if you WANT a general to be part of an army in the same space, he IS part of that army.
