The definition of RR LoC would seem to indicate that during attrit, AoPot does not have a RR LOC since it is not connected to a RR from Strasburg w/o a RR thru Shenandoah. So, AoPot would be n2 after attrit.

I didn't catch that during the end of the turn stuff. Would you take a look at 8.13 and confirm before we go any further?
