323 10/14/2017 10:19:00 AM Fall 1863 Union Play Strategy card as Operations #69: 3 / Gideon Welles, The Naval Program
The Union player may either increase the Blockade Level by one or increase the Amphibious Assault modifier by two.

Message from Union:
When I saved this for the last card, I hoped to have had FL under control and St Marks would not have been played this turn and the Blockade could finally get to 1. Now I have to take the longer view of securing FL to (for sure) cut your reinforcement level, though having St Marks ensures you will get that SP back for a time as a BR.

Pope and 2 to Fernandina; 3 in Jacksonville.
322 10/14/2017 10:10:00 AM Fall 1863 Confederate Play Strategy card as Event #117: 3 / Clandestine Blockade Runner Port
If the state of Florida and the St. Marks, Florida space is Confederate controlled, St. Marks is treated as a blockade runner port for the remainder of the game. Place (no LOC required) 2SPs and a fort (optional if available) in the St. Marks space. Remove from deck if event is played.

Message from Confederate:
Place 2 SPs and a fort in St Marks FL.

319 10/14/2017 10:04:00 AM Fall 1863 Union Play Strategy card as Event #14: 3 / Red River Campaign
May not be discarded by the Union. Union must use this card as an OC. If at the conclusion of movement, a Union SP is not on or adjacent to Grand Ecore, LA, then the Union loses 5 SW points. If a Union SP is in one of the objective spaces then a Union PC marker can immediately be placed to convert the space or spaces. Remove from deck if Union plays card.

Message from Union:
Naval move Pope and 3 to Fernandina, 2 remain in Jacksonville.

Either player may move up to two infantry SPs from the same space as if they were led by a General. This move is a Corps move and may enter enemy controlled spaces because the SPs are moving as if they are led by a general.
