39 11/2/2017 2:54:00 PM Spring 1861 Union Message I assigned numbers to the general. I only need to assign three cities (Cairo, Bloomington, and Pittsburgh which I listed in order) because everyone else is going to DC.

So, if I knew that my three die rolls are all different, then I would only need to roll exactly three dice (one for each city). So, to be efficient, I just roll extra dice, in case there are duplicate rolls.

Now, in this case, the first three dice are 6 (Banks), 4 (Halleck), and 5 (Buell), so there are no duplicates. The remaining dice are irrelevant. Had the first three dice been 6-4-6, then it would've been necessary to check the fourth (and possibly fifth) die.

Thus:

I usually see the gen listed in some order(alpha,as on board) so your list 1-7 is the order the locations will be assigned to this my understanding. Then the locations are stated in order of assignment. I just see cairo, bloomington, pitt listed and assign them with first non tied results. Then you roll 5 die 6,4,5,5,1.I believe their should be an equal number of die to the number of locations which each location counting individually, 7 die for 7 locations.
Based on the numbers above the non tie are 6/4/1 which to me would be Banks, Halleck and Mac. and the 5,5 to DC, so what about the other 2 there is no determining number to use. SO I see this as invalid.
I believe often 99 or 999 is used to bets prevent duplicates.
Again sorry for this but just don't see rolling 5 locations for 7 generals with very high probability for duplicates which need better clarification
Lastly are your numbers high to low or low to high for assignment - I am not sure how you use the ones you rolled.
