I'll go ahead and assume that you would to slow Monty down, so he will be limited to just one space movement by land. So he will move his whole force to St Jean.

Levis will move his whole force to Ticonderoga, as the Foul Weather only affects Monty. He will drop his whole force off in Ticonderoga, and then move just by himself over to Crown Point.
