This would imply to me the loss of a squadron (I chose the damaged one) and damage to the other squadron. Your interpretation would seem to indicate only a sunk squadron and not consulting the damage table. Is that correct? If your interpretation is correct, the remaining full strength BR squadron will attempt to retreat to Gibraltar.

Thus there is no way for the English fleet to communicate to the Portuguese fleet whether they were successful or not in finding the Pro-French fleet.
Refer also to the word document which clarifies the grey areas of the rules.

See the key in the world map (located between Russia and Egypt) which shows that there needs to be an IM for Interception Modifier.
It also shows the +1 to be the Modifier for Stationary Interception also known as the +1 for starting the turn at sea.
8 1/3/2018 7:59:00 AM Turn 1 Anti-French Message I don't think I agree with your second comment. Rule F.4.c on page 42 clearly indicates that multiple die rolls can be made for interception and does not need to be made simultaneously.

What does the box underneath the circle for the naval area indicate if not IM?

Few things to note:
1/ There is no IM modifier in the Atlantic Ocean. The IM modifier is usually negative, except for the Red Sea where it is +2. The +1 under the circle is the station interception modifier otherwise known as the +1 for being at sea. Hence the 2 English Fleets in the Atlantic interception roll is 3+1=4, hence fails.
2/ You may not attempt any other interception rolls after the 1st set. ie you may not try to intercept after determining the outcome of the 1st set. All interception rolls need to be simultaneous
Eg: You may not attempt to add the Portuguese Fleet after determining whether the English Fleet was successful. If you want the English and Portuguese fleet to intercept you must roll for them simultaneously.

My 5 Pro-French Squadrons in the Atlantic will move to attack the English Fleet blockading the Spanish fleet at Corunna. I make the odds 2:1 -1 with Pro-French being the larger force
