I placed all three Generals in Nashville and Nashville had six strength points but with the placement of the Cav Brigade there is now the Capra gate and 5 strength points

I found there is no difference between a cav General and an infantry General. I had three generals to place and could have choosen to place two of them in Nashville and one in Bowling Green Kentucky. I could have also a said I was placing all three Generals in Nashville with the only requirement being there is one SP per General. To make things easy I will just declare I am placing all three generals in the in Nashville Tennessee. I have to remove one SP2 represent

I only have one cab General so I declare a city and that's where he arrives. I have to infantry generals and they have to be randomly placed into separate declared cities. Hope that helps

In effect rule 10.64 seems to reinforce the random placement. Is there another rule that precludes them from being place randomly?
