Since the game ended before Grant arrived, all the 5/6 attempts were on the Confederate side, in which Lee failed above expectations.

Toss-Ups (40-60%): only 1, a small battle Union victory at exactly 50/50 odds

So, dice were relatively balanced. The big difference is the impact of the failures. Lee's failed intercepts were inconsequential.
Unfortunately, for the Union, the upset battle loss resulted in Confederate victory in Bloomington and the subsequent raid while the failed McClellan intercept led to the comparable victory and breach in Frederick.

Outside of card mix imbalance, I didn't have the sense that card ops were also unbalanced, though Michael may feel otherwise.

There was one reshuffle, Emancipation after Fall 1861. Union SW high was 107 in Summer 1861 after the McClellan bonus. Confederate SW low was 100 at the beginning of the game. Confederate SW did not dip below 110 after a Spring 1861 Major Campaign resulted in very early control of both Kentucky and WV.

5.81 says "the whole force must move," but it also later mentions restrictions of 5.29 and 5.34, so for now, I'm assuming Polk is going with the rest of the force as it will not affect the battle outcome
