But...we soldier on!

A. Income Phase - Already done. Double checking - 9 cities (27T), 2 towns (2T), provinces is 3T for the three in Italy, additional T for Italia itself, and 1T for the entire territory, 1T for eastern half of Sicily, and Belgica, Aquitania (2T). That is a total of 36T. Started with 1T, so should be at 37. Adjusted.
B. Maintenance - Only one GS - will pay for maintenance. 1T - no additional maintenance, as Rome has 17 legions in the field and total Civ Points are well above that.
C. Removal - Leaders removed (no elite leaders). Barbarians already removed. No Mercenaries to convert - Rome can't use mercs anyway. Removed Inventor as well.
D. Leader Selection - First leader to Rome. Second beside Rome, and I'll put in a delayed note on the placement.
E. Manpower - Put in delayed notes.

I think that's everything. Does anyone else need to do any beginning of turn items? I stopped just to be sure.

I'll wait to hear back.

1354 9/24/2019 1:09:00 AM Turn 7 East Message Indeed Civilization points and Stability are very important to track well at the end of each turn, because it has implications on the following turn. We have been tracking well the CIV points but not sure about Stability.

I suggest each one will review their stability track closely paying attention to the loss/wins based on control of territories. Also please note that during the Victory Phase, the player that won most VP's earns +1 STAB, and the player than won less looses 1 STAB.

So I am assuming Greece has increased its stability by 1 and Carthage reduces by 1.

However, I'm not sure if the stability is reduced first, and then manpower maximums are calculated (for example, if the drop in stability then triggers a move from Stability to Turmoil), or the other way around.

Interesting; I hadn't even thought about that. This is definitely a learning game for Rome!

The Manpower Maximums chart seems to contradict the Stability rules. Greece currently has 19 HI, so I thought I was fine b/c the Manpower Maximum chart says that Greece can have 20 HI before Maintenance when it has a stable gov't.
However the Stability rules say that during the maintenance phase, if a player has more HI than CVP, then his stability is reduced by two. The Greek CVP is 17 and I have 19 HI, so I loose 2 stability? That seems harsh, esp. given the Manpower Max chart.
What do my fellow players think?

2. Don't forget to save the delayed notes
3. Check your manpower limit before allocating talents to HI or Legions.
