However I couldn't find anywhere in the rules as to where the Union could place (or not place) this SP during the reinforcement phase. Unless you object, I suggest we introduce the House Rule that the unit must be placed in Washington DC for the Union (as I believe that is the intent of the game design as opposed to allowing the Union to place the unit anywhere on the map within their LOS).

OR play this card as an automatic 2 space interception. Intervening space must be friendly controlled and free of enemy SPs. The intervening space may be the one just exited by the moving enemy force. No Generals or SPs may be picked up or dropped off during the intercept.

Buell +5 move from Memphis TN to Madison AR, he leaves one unit and moves to Elizabeth AR, he leaves one unit and moves to Little Rock AR, he leaves one unit and moves to Camden AR, to Shreveport, to Marshall TX, he leaves one unit and moves to Nacogdoches TX.

When the Union entered Marshall TX, they destroyed the fort there. This caused the Confederates to lose 1 SW for the fort and another 3 SW for changing fortunes (down to 54-) and the Union gained 1 SW for the fort and another 2 SW for changing fortunes (up to 98+).

Also, a smaller force is simply eliminated with no casualties to the larger force if the force ratio is 10-1 or greater (and no fort is present).

7.8 Battle Casualties
The CRT indicates the number of SPs the opponentís force loses in the battle. No force can inflict losses in excess of twice its strength, regardless of the CRT result.

5.72 OVERRUNS: If the force ratio is 10-1 or greater and no fort is present, then there is no battle, although retreat before battle is allowed. Instead, the smaller force is eliminated and the larger force may continue moving.
