Second, the Union units in Bowling Green KY and Nashville TN can trace a LoC through neutral KY spaces and therefore place PC markers on these spaces (which causes the resource marker in Nashville to be destroyed)
Third, although CSA does take control of WV, I do not see anywhere that says you also get to place PC markers on the neutral spaces because of this.
Because the loss of the resource space happens before the gain of WV, when the CSA was in negative, it is just a loss of 5 SW
