I assumed that KY Anarchy could only remove PCs from spaces w/o troops, but that is not specified. If your ruling has more backing than my presumption, then I'm happy to remove Columbus over Paducah for the reason you specify.
You are, I think, forgetting RR Logistics rules which adds 9.3 to Attrition rules making forces w/o RR LOC liable to foraging. They have combat supply through neutral spaces, but not exempt from foraging (so AoC loses 2 more). Also, I think AoC can receive strategic mvmt. reinforcement, but they are capped at 3 from RR Logistics rules.
I've been wrong many times, so please set me straight if I've done it again!
