Assuming we're going with the 7-turn scenario, I would like to suggest usage of some sort of weather balancing rule that has a max # of storms = ONE, subsequent storm rolls are automatically overcast.

My experience has been that the Germans can practically lock in the win in this scenario if multiple storm days occur. Your thoughts?
