120 12/5/2018 8:03:00 AM Fall 1861 Union Play Strategy card as Operations #102: 3 / First Manassas
Confederate Player may move 2 SPs using Strategic Movement from the same space using rail connections only (5 space maximum) to the same space with a Confederate General who is then activated and must attempt to enter a space with at least one or more Union SPs or fort. OR play this card as an automatic 2 space interception. Intervening space must be friendly controlled and free of enemy SPs. The intervening space may be the one just exited by the moving enemy force. No Generals or SPs may be picked up or dropped off during the intercept.

89 11/29/2018 6:49:00 AM Summer 1861 Moderator Message EP revised ruling:
The Emancipation Proclamation event requires that the Union wins a medium or large battle. Two exceptions are overruns (5.72) and Army Amphibious Assault (6.15). The Design Note under 5.72 is in the context of overrun only, where any size force overrunning a fort would trigger EP.

* An amphibious assault on an ungarrisoned fort will not trigger EP except in the rare case where an Union Army wins the AA and 6 SP are involved.

** An ungarrisoned coastal fort has 0 SP. If you were to capture it in a Small battle, this would NOT trigger EP.

76 11/27/2018 4:49:00 AM Summer 1861 Union Message JJohnston is in Baltimore already at the end of last turn per the log and the map file so can't intercept into his own space
75 11/26/2018 9:27:00 PM Summer 1861 Confederate Message I was intercepting into a new square (Baltimore) for a new battle following my loss in Fredrick.

My reading of the rules is that this is allowed.
74 11/26/2018 9:26:00 PM Summer 1861 Confederate Message And then from 5.82

). A player that has lost a
battle does not lose his once per enemy move interception ability
and can still attempt interception during the enemy’s post battle
movement (assuming the enemy force moves after winning a
battle).
73 11/26/2018 9:23:00 PM Summer 1861 Confederate Message Here is the full rule.

A successful intercept
immediately causes a battle, hence there is no further possibility
of retreating before battle. A failed retreat before battle also
causes an immediate battle, hence there is no further possibility
of attempting an interception prior to that battle. However, a
failed interception does not preclude a later attempt to conduct
a retreat before combat.
72 11/26/2018 6:49:00 AM Summer 1861 Union Message Per 5.8, you can't attempt an intercept after a failed retreat roll.

A failed retreat before battle also causes an immediate battle, hence there is no further possibility of attempting an interception prior to that battle.

So ASJ Johnston only has the option of retreating from Baltimore to Annapolis not intercepting at Frederick.

38 11/23/2018 7:20:00 AM Spring 1861 Union Message Armies can receive reinforcements via any line of communications (LOC) and are not limited to 1 form of strategic movement thus can take reinforcements by combo of rail, road, and sea as long as they can trace a LO., Washington DC traces LOC by sea to Philadelphia and hence to points westward.

See 10.21's last paragraph
As a special case an Army can receive a SP if it is in supply and has an LOC of friendly or neutral spaces directly to the location of the SP (neutral RR connections are eligible in this situation). This movement can include both naval and overland strategic movement. Each SP moved into an Army counts against the player’s strategic movement limit.

32 11/21/2018 6:21:00 PM Spring 1861 Confederate Message End of turn items:
CSA takes control of Kentucky (placing PC markers in all). CSA takes Fredrick, Baltimore, Annapolis.

CSA 93 + 10 (KY) + 2 (flip) + 5 (MD raid) = 110 +
USA 106 - 5 (MD raid) - 3 (flip) = 98 -

I believe USA gains PC control of Williamsburg as well.
