Thank you for your kind words. I used this Blockade to build a fort because (from memory) I couldn't move anymore and calculated it was the only way to defend against an ultimate Concentration or Campaign...but I agree, it's all about managing risks and balancing the efforts.
I take good note about the defense of the Border States, which is usually my last priority. I've seen with this game it's useless to fortify NE if CSA can raid Oh and In unopposed.

I believe you played a good game. Your defence of NE is most meaningful. Possibly you have over-done it. There was absolutely no urgency to play Blockade card to build a Fort for instance. Union must fortify NE but it must also fight very hard for Border States. Otherwise, even if you prevent the rail cut and raids, you will not have the leverage card to melt the CSA SW accumulated. I

There was no way you win this game given that imbalance in luck levels. Nobody could. So I believe this game doesn't represent anything.

Good luck with the rest of the tourney. The result is deceptive. My impression on you is that you are far better player than this result reflects.

The Emancipation Proclamation event requires that the Union wins a medium or large battle. Two exceptions are overruns (5.72) and Army Amphibious Assault (6.15). The Design Note under 5.72 is in the context of overrun only, where any size force overrunning a fort would trigger EP.

* An amphibious assault on an ungarrisoned fort will not trigger EP except in the rare case where an Union Army wins the AA and 6 SP are involved.

** An ungarrisoned coastal fort has 0 SP. If you were to capture it in a Small battle, this would NOT trigger EP.
