81 11/29/2018 6:46:00 AM Fall 1861 Moderator Message EP revised ruling:
The Emancipation Proclamation event requires that the Union wins a medium or large battle. Two exceptions are overruns (5.72) and Army Amphibious Assault (6.15). The Design Note under 5.72 is in the context of overrun only, where any size force overrunning a fort would trigger EP.

* An amphibious assault on an ungarrisoned fort will not trigger EP except in the rare case where an Union Army wins the AA and 6 SP are involved.

** An ungarrisoned coastal fort has 0 SP. If you were to capture it in a Small battle, this would NOT trigger EP.

66 11/23/2018 8:27:00 AM Summer 1861 Confederate Message Mike:
Look at Rule 2.7, in which the US begins at 100-, and the CSA begins at 100+
Then CSA loses -2 (and -3 FOW) for the Blocakde fail and then -2 for the ASJ leader roll, and then USA gets +5 (and +2 for FOW), for WV.
Finals are:
USA 107+
CSA 93-

Agree?
65 11/23/2018 8:21:00 AM Summer 1861 Union Message Agree that all if WV is no Union controlled and has Union PC markers in all spaces. Union SW only goes to 105 since is starts the game in positive mode.

The CSA SW is at 95 due to a 1 roll during blockade runner reinforcements. The CSA does not lose any SW for WV since starts neutral.
64 11/23/2018 8:21:00 AM Summer 1861 Confederate Message Yes, that is correct...I had DC listed separately, but it's SP were all taken into the AOP, now 6, in DC.
63 11/23/2018 8:17:00 AM Summer 1861 Union Message Agree with AofNV and Harper's Ferry

However, still see AofP as going from 8 to 6. See message 29 - AofP was increased to 8 during SM. I don't see any attacks in the AofP, so I believe it goes from 8 to 6.
62 11/23/2018 8:17:00 AM Summer 1861 Confederate Message And, one more...I think the USA converted WVA, correct? That is the +5 on the SW you are showing...so now ALL spaces in WV have a US PC on them, and the SW is now US 107+ (+5 for WV, and +2 more for the changes in fortunes of war) and the CSA is now 93-.
61 11/23/2018 8:08:00 AM Summer 1861 Confederate Message Maybe 3 corrctions?

2. DC was 4, now 3.
