I disagree about Stuart brigade removing Union PC marker.
Rule 5.53: my understood is that a cavalery could remove a PC, even OOS, if CSA play a card. Otherway this PC could be removed according to rule 11.1 (political control phase).
Rule 11.1: Stuart brigade is not in supply so it could not remove the Union PC.

We could ask Jim.
Since I began to play, each game I understood one more rule correctly... So it could be now for this game!

1. Harpers Ferry doesn't count as 2 spaces because it's not in the Shenandoah Valley. See 8.4

2. Supply is only required for infantry SPs to place a PC marker, which cavalry can't do. Cavalry that remove an enemy PC marker don't require supply to do so in either the Political Control Phase or during the Strategy Rounds. See 11.1 and 5.53.

Those two points would lower the total to 13.
