USA Reinforcements:

DC: 8 SP (AOP n12)

Cincinnati: 6 SP (n7)

Cairo: 4 SP (n5)

Over to CSA reinforcements.

15 12/6/2018 11:12:00 PM Spring 1861 Union Message Well, looks like that ends the Spring of 1861.

Political Control:

USA gains Franklin, Weston and Grafton WV which along with Wheeling and Parkersburg, gives them enough to convert WV to the Union. Charleston and Lewisburg also convert to USA.

SW:

USA: 100- +5 +3 -> 107+ (WV plus fortune of war change)
CSA: 103+

Think that's it but please double check!

Either player may move up to two infantry SPs from the same space as if they were led by a General. This move is a Corps move and may enter enemy controlled spaces because the SPs are moving as if they are led by a general.

11 12/4/2018 7:16:00 PM Spring 1861 Union Play Strategy card as Operations #75: 2 / Western Concentration Block
Confederate player can either remove or demote an army commander in any state except Virginia, North Carolina, South Carolina, or Florida for no political cost. OR Confederate Player may move 5 SPs using Strategic Movement (rail connections only) to the same space with a Confederate General who is then activated and must attempt to enter a space with at least one or more Union SPs or fort. If a general casualty occurs in a battle caused by this card, the Commanding General is eligible, this is an exception to the rules. See 4.5 Remove from deck if event is played.

Union immediately receives five SPs for raising freemen Negro troops. The SPs can be placed in any single Union controlled space with a LOC in NJ, DE, PA or the space that contains the Union capital that does not contain Confederate SPs or forts. Remove from deck if event is played.

1 11/29/2018 6:48:00 AM Spring 1861 Moderator Message EP revised ruling:
The Emancipation Proclamation event requires that the Union wins a medium or large battle. Two exceptions are overruns (5.72) and Army Amphibious Assault (6.15). The Design Note under 5.72 is in the context of overrun only, where any size force overrunning a fort would trigger EP.

* An amphibious assault on an ungarrisoned fort will not trigger EP except in the rare case where an Union Army wins the AA and 6 SP are involved.

** An ungarrisoned coastal fort has 0 SP. If you were to capture it in a Small battle, this would NOT trigger EP.
