If 3 guys attack an empty coastal fort, they'll always win. But that's not true if it's garrisoned. Compare 3 vs 1 in a fort in a fort to 3 vs 1 with no fort. Again, keeping it simple, no leaders, no AA modifier.

If attacking a fort, Union has a +2 odds modifier, Confederate has a +2 AA modifier. A 1*-1 result is still a win for the Union (7.33), but a 1-1 is not (7.32) nor is a (0-1) result. Odds of Union success: 33%.

If attacking a non-fort space, the Confederate does not have the +2 AA modifier. Union success on 1*-1, 1-1(!), and 1-0; Union fails only on 0-1 and 0-0. Odds of Union success: 83%.

It's applied each time there is a change in fortune. Had my SW been 91+ instead of 91-, my new SW would have been 91+ -1(Pulaski) -3(CoF) +5(WV) +2(CoF) = 94+.

Odds modifiers are not netted against AA modifiers. So suppose 2 SPs (alone) attack an empty fort. The defender gets a net +2 for AA modifier, possibly reduced by the Union AA modifier. Let's assume it's 0. The Union gets +4 for the 5-1 (or better) odds. It's going to be a a 1/1 or 1*/1 result, leaving a Union survivor. Per the handy ends of rules summary, the former case succeeds due to 6.81, while the latter succeeds due to 7.32.

Union may make a naval more with up to three SPs plus one general. Move may pass one ungarrisoned fort without “running the guns” to conduct an amphibious assault (may not pass an ironclad). Ignore first torpedo encountered during naval move. If the port space is captured it immediately receives a Union PC marker. Add +2 to Running the Guns die roll.

I'll never understand the logic behind the AA rules. The handy notes near the end of the rules make it pretty clear that any fort AA'd with only 1 defender and at least 2 attackers is going to win the fort as long as the defender dies and attacker still has people. That's usually going to be a 1/1 or 1/1* result. However, if there is no fort and it is assaulted, that is NOT the case per the exception to 7.33. So...its better to not have a fort when defending with only 1 troop? I just can't fathom why that would be the case.
Anyway to utilize this card, since all the other juicy ports are vigorously defended by non-fortified 1SP garrisons, Baltimore sends 2 to sail past Pulaski and flag Savannah
