You can use a 3-card to make a small naval move--3SP and a general, which you could end with an amphibious assault.

136 3/1/2019 7:10:00 PM Fall 1861 Confederate Message The move is correct, but you can't do it with that card. Foreign Intervention is one of two cards in the game with a special rule (which won't fit on the card). To boil it down:
1. You must play it as an event if the conditions are met. (They are not in this case.)
2. If they are not, you must hold it until the last card in your hand, in case the condition get met during this turn.

The only exception is if you also have Emancipation Proclamation, in which you play Foreign Intervention as the next to last card in your hand, the Emancipation Proclamation as the last card in your hand.

So you'll have to take the card back and play another 3 if you have it to Activate the AotP. If you don't have another 3, you'll have to change your move.

Movement in FtP is based on the type of force, not the number of SP.
A division is 1-3 SP WITHOUT a general. A division move has 5 MP.
A corps is 1-6 SP with one or more generals. A corps move has 8 MP.
An army is 1-15 SP with one or more generals, formed by card play. An army move has 6 MP.
A cavalry brigade is 1 SP with a cavalry general. A cav brigade move has 10 MP.
There is also a rail movement bonus of 2 MP for division, corps or cav brigades if the entire movement is by rail connections, but armies cannot use this bonus.
