So now that everyone has drawn cards, we will start the portion of the Interphase where nations can switch camps, with Austria leading the charge!

Order of declaration:
1.) Austria
2.) Russia
3.) Prussia

Note that Austria, as a Subject Neutral, can ally with its conqueror before the end of the Grace Period. So Austria can declare if they would like to join the Imperial camp (otherwise they cannot join with the Coalition while they are a Subject Neutral).

1.) France and Spain discard the cards they drew. We do the deployment phase. And then they redraw their cards as normal.

2.) Everyone else draws their cards and then we do the deployment phase after everyone else has seen their cards.

Personally I think the first option would be best the best way to handle this type of thing. However having seen my cards, I should not have any say in the matter.
So please decide among yourselves how we should fix this. Sorry about the screw-up.

Next we draw cards! The order of drawing cards doesn't matter since cards are dealt randomly, however I recommend declaring Mulligans in order starting with Austria (unless you don't care about the others knowing your intentions). Each nation draws the following number of cards (although please correct me if I am wrong). And most importantly - be sure you change the default number of cards drawn because ACTS doesn't know if you lost/gained keys or played cards to affect the Peace roll.

And now to the Peace die roll phase. Each player in Order of Movement starting with Austria must announce if they are adding or subtracting one to/from the upcoming Peace die roll this Turn by reducing their Hand replenishment for the next Turn by one card. (And when you say "adding" to the upcoming Peace die roll, it means you are increasing the likelihood of peace.)

The "Europe Exhausted" card was played during this last turn, so "1" is added to the Peace die roll (meaning that there will be peace on a "5" or "6" if no one plays any cards).

And France will be the winner of this game if peace is declared this turn.

You'd need a "7" or higher (you need a "9", but you get a +2 bonus for being British). And note, a successful evasion doesn't mean you sail into a different sea zone or into port, but rather it means you sail elsewhere within the North Sea and the French can attempt to intercept you again by continuing to expend maneuver points.
