Neither player may enter a space containing an enemy CU or
PC while the Truce lasts. The Truce ends when either player
uses a Strategy Card as an event.
RESHUFFLE the Strategy Deck at the end of the turn.
Note: If this card is played as an operations card, the deck still
gets reshuffled. No matter how the Truce card is played, the
deck is reshuffled. Interceptions are not allowed during a Truce.
A siege may not be prosecuted during a truce, but existing
siege points are not lost either. Truce does not prevent
movement through or subjugation of a neutral (green) tribe
space. Minor or Major Campaign and Forced March cards
cannot break the truce. Any event which can move an army
may not be used to break a truce, nor can the "counter" event
cards or the traitor cards. A truce cannot be broken by playing
an event that does not occur (e.g. Allied Auxiliaries when there
are no Generals in Italy to take the CUs). (An event card may
only be played as an event if the conditions apply to bring about
the event. Otherwise, such a card play is an operation.)

Anyway, Hannibal starts with Mago and Gisgo, 8 regular CUs and 2 Elephant CUs. In the future, I should make it very clear who I am moving (not just the commanding general and CUs) but also the subordinate generals. You can see Mago and Gisgo in the Hannibal box in the lower left corner of the board. Subordinate generals can be put in the Commanding General's box. For example, you could put P. Scipio in Titus Longus box.

We should probably also specify complete paths our armies are moving through, that is, not just the start and end point but intermediate points, also. I think there are cards that put an army back a couple of spaces, so it would be better if all intermediate points were also noted in the ACTS log.

I can check at home tonight which VASSAL scenario you started with.

Also, I think you might be misinterpreting 20.2.

20.2 - Subordinates may detach with three CUs from a besieging Army and make a siege attempt without activating the commanding General by simply announcing that the subordinate is conducting the siege or subjugation

For example, in Boii, You have a Consul, who is the commanding general in the space. P. Scipio is a Pro-consul, so he is the Subordinate General in the space. You cannot activate P. Scipio for movement, since he is a subordinate general. However, you could activate him (by playing a card) to roll on the Seige Table. It would make sense to do this if he had some special seige roll capability or if you wanted to move the Consul and the other CUs as part of a Campaign card. In this case, 3 CUs would have to be activated with P. Scipio.

But, in Boii, it seems unlikely you would want to use a 3-card for the Seige Roll when you can use a 2-card.

Either way, to make the Seige roll, you need to use a card.
