Do you intercept (and if so, from where and do you intercept with the entire force or leave 1 SP behind in the fort)?

13 2/5/2019 1:12:00 PM Spring 1861 Confederate Message I have a rule question for you. I will be playing the card (below) for either its event or its CPs. However I was not sure if the space where the SPs get placed must contain the general or army or if the space just needs to be in the same state as where the general or army is present. I am inclined to think the latter simply because it would have been much easier to write it as: "Confederate places a total of two SPs in any single space containing a general or army in KY, MO, MD or DE." It isn't a big deal to me one way or the other, I just wanted your take on how we should play it going forward. We can roll a die if you are undecided.
