On a successful Retreat Before Battle roll everyone in the hex goes. No movement limitations apply.

Intercepting and losing the army would get those leaders back into play for the next turn, but not intercepting makes me have to use an activation to deal with them now. Plus, you could have had a card to cancel the activation or Mud March, then send a force to attack Pittsburgh and maybe reinforce.
