76 3/5/2019 7:07:00 PM Fall 1861 Union Message The rule regarding general placement during the reinforcement phase is one of those that if often overlooked. You need an SP in the space for each general placed there. Hence, if you have a 5SP army with 5 generals you may not add any to it, even though it could support more generals during the turn.

Your SR left you with 2SP in Richmond for the leader placement segment, so only 2 leaders could be placed there even though the space would support 3 generals.
