Each space of the Shenandoah valley counts as two spaces for determining Union State Control of Virginia [12.11]. Note: Even with this rule, Virginia cannot be controlled unless Richmond is destroyed and Norfolk is a closed blockade runner port.

Note the AoNV is eliminated because it lost all of its SPs. The Confederate generals go to the Turn Track, although Cavalry General Stuart comes back in three turns unlike the other generals who come back next turn. The Confederates lose 5 SW points (down to 87-).
