Rule 5.22, Air Reconnaissance, last sentence says a intel roll of 9 always results in a surprise attack.

Rule 5.32A, Intelligence, says once a intel dr has been made, a intel reaction card can no longer be played.

You need to return the card you drew to the deck (think you can do this using the Undo Card Play button) and return card #49 to your hand...

I will ignore the move file you sent me and start from the end of my move. this will cause a file-mismatch error, but won't matter...
