During SW phase, each player could choose how to resolve the order but he must respect the 3 steps (rule 3.42).
Step 1 : spaces
Step 2 : states
Step 3 : Union War Weariness and Confederate War Guilt.

Example: if a Union player gain control of 1 border state but suffer a raid, both situation are resolved during step 2. He could choose to apply SW gain of the border state then suffer raid penalty, or the raid then the border state.

During our game:
Gain of fort Philip-Jackson is resolved during step 1
Raid in Maryland is resolved during step 2.
There is no choice for both player. First Philip-Jackson, then raid in Maryland.

Is it ok for you?
62 4/18/2019 2:25:00 PM Fall 1861 Union Message I've been told that during the end of turn SW that each player can choose how to resolve the order in which SW is applied. So that would impact what happened here.

For instance, USA would go 100- getting -5 for the raid (100- to 95-) and then +1 for the fort control (95- to 98+)

Beauregard could be activated but he could not bring Johnston with him directly, he should move to an other space then come back to Manassas to pickup Johsnon (rule 5.32 illustrate it).

2nd case: USA turn to play
If Union attack Manassas (with Johnston and Beauregard), then Johnston would be used to retreat or to resolve the battle because he has an higher Political rate, CSA could not choose the general.
