Richmond and Norfolk have a link.

Norfolk is not closed because Fort-Monroe is controlled by CSA. Fort-Monroe is the coastal fort of Norfolk, so CSA could trace a path from Norfolk to Richmond via Fort-Monroe.

That's a tricky application of Blocade port and coastal fort. I was surprised the first time I learn it (the hard way), that's why I asked you. You could ask James to confirm it if you want.
