So, you may strategic "rail" port-to-port into DC, and after there are SPs present, you can place leaders there. A fort in Acquia Creek, assuming Maryland stays Confederate, would put DC out of supply.

Note, if you still had an army there, you would be able to pull SPs from anywhere on the board as long as those SPs are also in supply.
