The commanding general is stuck with the army unless you use a card to relieve him, which also has an SW cost.

The second in command is the other general with the highest P rating. He is also stuck. If you want to use him for something outside the army, you have to put a general with an equal or higher P rating in the army to become second in command.

You can do whatever you want with the third and so on ranked generals in an army. They do not have to stay with it.

It's not counter-intuitive, you are underestimating the political pressures involved in managing armies. Lincoln was not politically free to move around/send generals of high rank in armies however he wished.

That being said, if you had put a third general in DC, you could have used him to do the move you want to make. Only the top 2 generals are stuck in the army.
