Couple of things.
1. Thatís an air base, and you need to have fleets end moves in a Port.
2. After JP takes Rabaul and Guadalcanal all hexes in the Mandates convert to JP unless there is a ground unit in there.
Iím going to send a more general note to you tomorrow, but for now, get your carrier somewhere that is a little more secure like the east coast of Australia. Also, consider pulling the AF in Midway to the turn track. Iím going for Alaska, so Midway is very safe.

Yes, as defender you can play reaction cards and/or roll for interception. Then move your reaction units (if any), and finally roll for the battles. Generally the first die roll is the offensives player, second is the reacting player for each battle hex.

Reminder: The JP will draw using the Historical Opening Hand option and the Allies can choose to start with the Arcadia Conference card and must declare that choice before drawing.
