Andy, Union doesn't get any reinforcements next turn either. But, I agree, it can be a very difficult process to get CSA aggression level just right. The going last in a turn can be a huge advantage though. Whhen combined with a discarder, it can be huge!

So, if you move Beauregard and his 3 SP, you can grab 3 adjacent spaces in Western Pennsylvania by dropping one SP in each space (one of them being Pittsburgh). That will give you 5 points for a raid (and I lose 5). This wonít cut off D.C from the north, so I still get all my reinforcements, but itís a start!
