Do you play Here I Stand? That's the rule there. So many of these games it's easy to mix them up (I always end up using interception or avoid battle rules from the wrong game).

Here if you are just convoying, you don't need any squadrons, just need all zones to be free of the enemy. But to amphibiously invade, you do also need your own camp's squadron in the final zone to cover the landings.

Different people mark it differently.

Since 7+1=8, and Russia gains VP as if she has 8 keys, and draws cards as if she has 8 keys, I find it much easier to put the key marker on 8 (and the +1 just shows that Russia has benefitted from "The Emperor Commands" event, so if you count up keys on the map you know why Russia has 1 more than that).

But some people say this is confusing because then they'll think 8, and +1, so 9. We can do it whichever way you want.
