13 8/13/2019 2:35:00 PM 218 BC Carthage Message Jeff: don't think Sicily is considered to be in Italia. Note an example in the rules: EXAMPLE 3: The battle is in Sicilia, which is outside of
Italy. Whoever controls Sicilia would receive one BC for allies and who ever controls Syracuse would receive one BC. No allies are possible.
