You are 100% correct though the highest ranking officer of any army who is not in command Remain in that arm this goes for all armies
In this case of course McClellan has never been in an army so the point is moot. I shouldnít of said that McClellan will never be in the AOP Because at some point I might change my mind

2) I don't believe that the Generals that moved to Baltimore, DC, and Franklin can do so. See rule 5.34

As far as these generals go It was a simple leader transfer or to use the exact words in the rules a leader re-organization
They May travel an unlimited Number of spaces on rail Or they may travel as a Calvery leader which means up to ten spaces Itís not solely on rail
