1) The turn phases are to be in alternating steps.

2) After placement of reinforcements, Cairo has only 5SP. See message 105 where only 1SP was left in Cairo.

3) The SM of units cannot be done to Memphis. See 2nd to last sentence of 10.21. SP's cannot use both naval and overland SM unless moving to an Army. There is no army in Memphis.

4) What Bowling Green are you referencing? If it is KY, then the SM is not possible. KY was converted to CSA control and Bowling Green is a CSA space.

Pope's force does not have an LOC since all the spaces traversed from Paducah to Memphis are CSA controlled and an LOC cannot be traced through them.

This leaves the Union attack on Memphis as OOS with a +2DRM for CSA as well as any other Union/CSA DRM's. DO you want me to resolve the attack.

Since we are using rule 19.0 and revised 8.1.3, it costs Pope 2MP to enter Paducah if the intercept is not successful.
