(one side note on that - the lower the Defcon - the less Mil. Ops you are required to do - but beware - there are some cards that FORCE the DEFCON movement and if YOU are the one bringing DEFCON to zero you suffer an auto-loss

opponent. A superpower must Control at least one non-Battleground
and one Battleground country in a Region in order to
achieve Domination of that Region.
Control: A superpower has Control of a Region if it Controls
more countries in that Region than its opponent, and Controls
all of the Battleground countries in that Region.

You have do not get ANY points this score card - if you CONTROLLED one state you would at least have 'presence' and thus 3 points to counter my 6 points or net point of 3 USSR - however you do not so I gain 6 total points.

I add 1 influence to Hungary (my choice)

I don't control Israel or neighbors, so on a 4-6 you get 2VP and keep out my 1 point and get 1 point in Israel.
Is that right?

USSR Victory on modified die roll 4-6 USSR adds 2 to Military Ops Track. Effects of Victory: USSR gains 2 VP and replaces all US Influence in Israel with USSR Influence.

Scoring cards can NOT be held - they must be played SOMETIME during your turn.

There is a penalty for not doing Military ops - right now we both have to do 5 points of Mil/Ops - that is a War card, or a Coup attempts - the difference between our 2 Mil ops scores ends up as points for the one who did the most

per unplayed Military Operations point. If both players suffer
a Victory Point penalty, the net total should be implemented on
the Victory Points Track.
