There are only 4 US units in the area of that US HQ that it could have activated. If you used the ANZAC HQ instead, then it could have activated any four of the CW and/or US units.

Right, I see that wording. I was still wondering whether you can make it a Future Offensives card though and I checked over on boardgamegeek.com about it. Take a look at the answer from Mark Herman embedded in this thread:

Also though, regarding the Allied ASP, yikes, but to be completely honest with you I had been tracking on no Allied invasions possible this turn. Oops! Absolutely my mistake most certainly, but I had been 'reminding' myself if you will that no invasion was possible because there were no Allied ASPs on the track. Anyway, what I'm getting at is I'm wondering if you might allow a couple of adjustments to my units. Please take a look at the file I uploaded and let me know what you think about that.
