Strategic bombing takes place at the beginning of the turn, before cards are drawn. See the Player Aid Card, Sequence of play. Therefore, the B-29 has to be in position to bomb (an airfield no more than 8 hexes from Tokyo) right after Reinforcements are placed. In this case, you need to get them closer by the end of this turn to bomb next turn. Remember though, it has to be within 8 hexes of Tokyo, so Yap wont work (but Guam, or even better Iwo Jima would!).

Ah, I think I understand now, you mean BEFORE you moved the air units to attack. In that case, just pay attention to the second thing I wrote about the overland trace. Un-neutralized AZOI's just block supply over water.

Not sure why you think Calcutta is OOS. You have air units there that exert an AZOI, so the SEAC HQ can trace directly out of Calcutta to the western map edge. In fact, even if you had no air units in Calcutta the HQ could trace overland (where AZOI's don't block supply) to Madras, and then to the western board edge. I'll wait to play my last card till we are all on the same page with the supply issue.
